I have a question. How would a member of StormWinds go about recruiting if they weren't a high ranking official? I'm asking just so it's here for reference.

Since we use the latter system you have all authorities bellow ur rank. Thus, being a Dragon Rider, you would be able to recruit Very Happy

So do I have to test duel them and they post the victory to the page the way I did?

Yes. They'll also have to go through another member of the team if they do manage to get past the one doing the recruiting. I think Gale has posted a point-system for recruiting that ALL RECRUITERS ARE MANDATED TO FOLLOW. But otherwise, you just have to be of a high enough rank to recruit.
